El Centro Sterling Grinder Station

NOTICE IS HEREBY given that sealed bids will be received by the City Clerk of the City of Hialeah Gardens until 4:00 PM, Tuesday June 20th, 2017 local time, at which time received bids, will be forwarded to the City’s Council Chambers where they will be publicly opened and read at 7:30 PM during a regular Council Meeting, for furnishing all labor, materials and equipment, and performing all work necessary and incidental to:

Furnish all materials and labor necessary for the complete, turnkey, construction of a duplex grinder pump station, force main and the abandonment of an existing septic tank system according to City of Hialeah Gardens plans, specifications and contract documents.

Bids shall be delivered and addressed to the City of Hialeah Gardens City Clerk, 10001 NW 87th Avenue, City of Hialeah Gardens, Florida, 33016, and shall be labeled “El Centro Sterling Grinder Station, Bid No. PW-17-101”.  Any Bidder who wishes its bid to be considered is responsible for making certain that its bid is received in the City Clerk’s Office by the proper time.  No oral, telegraphic, electronic, facsimile or telephonic bids or modifications will be considered unless specified.  Bids received after the scheduled bid opening time will be returned unopened.

Plans and Specifications.  Specifications may be examined and obtained at no charge at the City Clerk’s Office, or by calling (305) 558-4114.

Pre-Bid Conference.  A pre-bid conference will not be held.

Contractor’s License.  All Bidders shall be licensed by the State of Florida to do the type of work contemplated in the project. The Successful Bidder shall possess a valid Contractor's License issued by the Florida Department of Business and Professional Regulation, Construction Industry Licensing Board at the time the contract is awarded.  The class of license shall be Underground Utility and Excavation Contractor or any other classification applicable to the work specified in the contract.  Each bidder shall also have no less than five (5) years’ experience in the magnitude and character of the work bid.

Bid Security Bond. Each Bid shall be accompanied by a certified check, cashier’s check, or Bid bond duly completed on the form provided herewith by a guaranty company authorized to carry on business in the State of Florida, in an amount equal to at least ten percent (10%) of the sum of the total amount bid, including any options.  Said bond is payable without condition to the City of Hialeah Gardens as a guaranty that the bidder, if awarded the contract, will promptly execute the contract in accordance with the Bid in manner and form required by these contract documents and will furnish.  The Bid Security shall be forfeited to the City of Hialeah Gardens as liquidated damages in the case of failure or neglect of the bidder to furnish, execute and deliver to the City of Hialeah Gardens the required performance bond, payment bond and evidences of insurance, and to enter into, execute and deliver to the City of Hialeah Gardens the contract on the form provided herewith, within ten (10) days after being notified in writing by the City of Hialeah Gardens that the award has been made and the contract is ready for execution.

Payment Bond.  For work involving an expenditure of greater than $25,000 the Successful Bidder will be required to furnish a Payment Bond in an amount equal to one hundred percent (100%) of the total amount of the contract before commencement of work and conforming to the contract documents.

Performance Bond.  The Successful Bidder will be required to furnish a Performance Bond in an amount equal to one hundred percent (100%) of the total amount of the contract before commencement of work and conforming to the contract documents.

Substitution of Securities. The Contractor shall be permitted to substitute securities for any monies withheld by the City of Hialeah Gardens to ensure performance under this contract.

Sheeting, Shoring and Bracing. When applicable, each bid shall contain as a bid item, adequate sheeting, shoring and bracing, or equivalent method for the protection of life and limb in trenches and open excavation, which shall conform to applicable safety orders.
