Emergency Management Administrative Support Services



The City of Hialeah Gardens, Florida (hereinafter referred to as the “City”), is hereby soliciting proposals from all professional consulting firms to provide the City with emergency management administrative support services, which shall include, without limitation, assistance with preparedness, mitigation, preparation of project worksheets, web portal submissions, project closeouts, audits and appeals, and policy advice on federal disaster relief programs, federal regulations, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Post-Katrina Emergency Management Reform Act of 2006, the Sandy Recovery Improvement Act of 2013, and federal procurement requirements. The ideal consultant shall possess demonstrated experience in programmatic disaster recovery, FEMA grant reporting requirements, FEMA grant documentation and must have intimate knowledge and expertise in the operations of the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Program. Any company wishing to submit a proposal must comply with the requirements contained in the Request for Proposals (“RFP” or “Solicitation”) for Emergency Management Administrative Support Services (RFP No. 2019-04).

Responses to the R.F.P. shall be submitted, sealed, and plainly marked on the outside of the envelope: “Emergency Management Administrative Support Services R.F.P. 2019-04”.  Respondents should submit one (1) original marked “Original” and three (3) copies marked “Copy” of their proposals on or before Friday, July 12, 2019 at 4:00 p.m. (local time) to Maria L. Joffee, City Clerk 10001 N.W. 87 Avenue Hialeah Gardens, Florida 33016.  Any response received after the specified time will not be considered.  All proposals received will be evaluated by a Selection Committee on Monday, July 22, 2019 at 10:00 a.m. at Hialeah Gardens City Hall, Council Chambers, 10001 N.W. 87th Avenue, Hialeah Gardens, Florida.


The City reserves its right to: reject any or all proposals, with or without cause; waive minor irregularities with regard to the proposal requirements and the proposals received; and award the City’s work to a Proposer that is responsive, responsible, and provides the best overall value to the City, as determined by the City in its discretion. The City also reserves its right to award the City’s work to multiple vendors, based on the City’s needs. By submitting a proposal in response to this Solicitation, a Proposer acknowledges that it accepts all of the terms, conditions, and limitations imposed on the Proposer by this Solicitation.  R.F.P. packages are available in the City Clerk's office or can be downloaded from the City website under BID OPPORTUNITIES.
